Todd Stahl, Instructor


Todd has over 20 years experience in the Fire/Rescue/EMS service. He is a Emergency Medical Technician/Water Emergency Team Captain with the Columbia No.1 Fire Department in Columbia, PA and has been instructing Water Rescue Trainings since 1997. He is also a Deputy Sheriff with the York County Sheriff's Office, York, PA. Todd is the founder and President of WhiteCap Water Rescue Training, LLC. Todd is certified to instruct all modules of the PA Fish & Boat Commission's Water Rescue Training Program. He has an Associate Degree in Public Safety from York Technical Institute and Graduated from the Deputy Sheriff's Training Academy, Penn State University. Todd has attended and completed many Fire/Rescue/EMS training courses through various Community Colleges in the area. Todd enjoys teaching and working with the public. He spends most of his free time with his family and following sports.

Greg Miller, Instructor


Greg has been instructing water rescue training and survival for nearly two decades. Fully certified by the PA Fish and Boat Commission and the American Heart Association. Presently very active in the firefighting community.

Scott Davis, Instructor


Scott has been instructing water rescue since 2006. He is a certified as an instructor through the PA Fish and Boat Commission. Scott is an active firefighter and rescue technician with the Fame Fire Company in West Chester, PA. He has spent much of his life on and around the water and currently owns a 31’ powerboat on the Chesapeake. Presently he is the Director of Venue Management at West Chester University.
